4.135 Provost GRANT PROCUREMENT POLICIES AND PROCEDURES Date Adopted/Most Recent Revision: 11/07/03
The following procedures will be followed for all proposals under which Midwestern State University is to be identified as an institutional sponsor.

- Proposal Guidelines
- The project originator will complete the proposal forms as required and submit the proposal with the approval of the dean, the Provost, the Vice President for Administration and Finance, and the President, according to the following guidelines:
- New grants and contracts originating from state and federal sources, as well as non-conflicting foundations (foundations with whom MSU has not already established or is in the process of establishing relationships) will be reviewed by the Provost. This does not include financial aid or other ongoing university support.
- Grants will be reviewed to determine that MSU is in compliance with all federal and state assurances.
- The stated purpose of MSU is "to providing a challenging learning experience through exceptional teaching and a rigorous curriculum." This purpose will be served by grants for academic and scientific research (basic and applied), educational research and outreach, support for cultural education and programs, and outreach services to the community.
- As MSU is committed to preparing "students to become responsible citizens in the global community through faculty and student research and creative discovery," a balance will be maintained between the commitment of the principal investigators or program directors to their research or program and their commitment to their academic responsibilities.

- Administration
- Funded projects will be administered through major administrative channels in accordance with university policy and other relevant regulations.
