OUT-OF-STATE OR FOREIGN COURSES FOR CREDIT

  1. Prerequisites
    Credit courses may be offered out-of-state or in a foreign country only when there is substantial evidence that equivalent educational and cultural advantages are not available on campus. Written requests for approval must be made to the Provost by the proposing college 120 days prior to the course beginning date providing the following information:

    1. Justification for proposal
    2. Plan for financing, including cost for preliminary arrangements, and the planned use of any university vehicles or properties in connection with the trip. The use of university vehicles or properties must be approved by the Director of the Physical Plant and the Vice President for Administration and Finance
    3. Cost per student.
    4. Professor in charge. (Attach information showing that professor is qualified to lead group, e.g. foreign travel experience.)
    5. Procedures and methods to ensure academic quality.
  2. Guidelines for Consideration
    The Provost will consider each proposal utilizing the following guidelines:

    1. A full-time faculty member will be assigned as the instructor, will be granted the same teaching load and be paid no more than if the course was taught on campus.
    2. Any non-Texas resident enrolled in the course must be a degree candidate at Midwestern State University and must be charged non-resident tuition as established by law. All students enrolled in such a course or courses must have satisfied all institutional and degree program admissions requirements.
    3. No state funds will be used to pay for faculty or student travel, meals, lodging or other incidental expenses associated with the out-of-state or foreign travel.
    4. Financial aid will be available to students registering for out-of-state and foreign courses on the same basis as it would be for such students seeking financial aid for on-campus instruction.
    5. Maintenance of quality at least equal to that of the same course on campus is the responsibility of the faculty member, dean of the offering college, and the Provost.
    6. A minimum of fifteen (15) enrollments is required if undergraduate or ten (10) enrollees if graduate.
    7. Courses proposed for out-of-state or foreign travel for the purpose of recreational travel or financial benefit of the faculty member will not be approved.
