4.158 Administration & Finance PURCHASING Date Adopted/Most Recent Revision: 11/8/2002 MSU purchasing policies and procedures are controlled by rules and regulations set forth by the Texas Legislature, Texas State Comptroller, Texas Education Code, Title 3, Chapter 51.9335 and requirements for HUB participation.. A detailed outline of purchasing policies and procedures is shown in the MSU Handbook of Fiscal Regulations and Procedures. A copy of this publication can be found in each college or administrative office. It should be noted that ANY UNIVERSITY EMPLOYEE WHO ENTERS INTO A CONTRACT FOR SUPPLIES, EQUIPMENT AND/OR SERVICES WITHOUT A PURCHASE ORDER FROM THE PURCHASING OFFICE MAY BE HELD PERSONALLY RESPONSIBLE FOR CLEARING THE ACCOUNT WITH THE VENDOR.
