MSU2 POLICY STATEMENT

  1. Introduction
    MSU2 exists primarily to serve as an academic laboratory for mass communication majors at Midwestern State University. It is the vehicle through which students can experiment with concepts taught in the classroom and demonstrate the skills necessary for graduation and the workplace. Secondarily, MSU2 is used by the university as an outreach vehicle for airing telecourses and for publicizing campus events, issues, and accomplishments.

  2. Operational Policies
    The following are the formal policies that inform and guide the operations of MSU2.

    1. Students who have classes in the television studio have priority over other demands on the facility. Scheduled classes and homework assignments involving the studio receive first access. The technical assistant employed in the studio will assist these students.
    2. The technical assistant is also responsible for preparing telecourses for airing at scheduled times in the proper sequence. The instructor of record for the telecourse is responsible for providing the technical assistant with a syllabus and other necessary information. Airing of the telecourse is ultimately the responsibility of Time Warner Cable Incorporated.
    3. After students doing course-related work in the studio and after telecourse preparation, the President's Office receives third priority to access the television studio for public outreach. As part of that outreach, the staff of MSU2 will produce The President's Report.
    4. Campus Watch, a student-produced newscast supervised by the faculty member for Broadcast Journalism, will be answerable to the city licensing agreement with Time Warner Cable Incorporated but otherwise will be free of censorship. The students responsible for the newscast will have the right to determine its content and design without interference from Midwestern State University faculty or staff. Complaints about the student newscast should be first directed to the Chair of the Mass Communication Program.
    5. MSU2 programming apart from Campus Watch will be subject to approval by the Office of Public Information and Marketing. Should programming apart from Campus Watch draw objections, a university committee appointed by the President will decide on its appropriateness. The chair of the committee will be the Director of Public Information and Marketing.
    6. MSU2 is not a production facility for the university at large. Therefore, it will not routinely be used to tape events for other programs or departments. In cases where the mass communication faculty agree to accommodate outside requests, a rate card will be used to determine charges for the services rendered. Payments will be deposited to the MSU2 account for use in meeting expenses for operations and equipment.
